Bring the wiki markup plan up to date

The wiki markup TODO still described text styles and references as missing. They are built, so that sentence now points to "Still to do" and to the Scope note on admins' own BBCodes.

• "Still to do" lists deeper template nesting as a planned item: lift the three-level limit on calls inside parameters and the one-level limit inside default values, keeping a cap.
• The rendered-article cache is listed as "Only if needed", with the timings measured on a MySQL board.
• The infobox note mentions class="infobox" (Let a wiki table be an infobox with class="infobox" #72).
