fix python venv stub races when the same command runs in parallel - #368

Skip the virtualenv rewrite when it already points at the current interpreter, so concurrent pkgx runs do not clobber pyvenv.cfg, shebangs, or venv/bin/python.

added a test, and made what are hopefully some improvements. i'll release brewkit, and then rebuild pdfannots after. |
