P1 Badge Keep TypeScript within supported peer ranges

This upgrades the workspace TypeScript to 7.x, but the resolved lint stack in bun.lock still uses @typescript-eslint/parser/eslint-plugin 8.63.0, whose peer range is typescript >=4.8.4 <6.1.0; the same commit also puts the docs astro check on TypeScript 7 while @astrojs/check declares ^5.0.0 || ^6.0.0. In CI, .github/workflows/ci.yml runs bun run lint and bun run typecheck, so this dependency set leaves both quality gates running against unsupported TypeScript APIs rather than the versions those tools declare compatible.
