Auto-merges green Dependabot cargo bumps (minor/patch, no rmcp, dependabot-only commits) via --auto --rebase; a revoke job clears the sticky flag on human pushes. Actions and docker bumps stay manual. Branch protection (required checks incl. msrv/deny, strict, linear history, enforced for admins) is already live via API.
Native OCR reviewed the commit three times (16 findings, all addressed: metadata/enable privilege split, update-type gating over grouped PRs, commit-author + TOCTOU guards, revoke scoping/idempotency, sticky-flag cleanup).
