This PR upgrades our remaining Babel tooling to the latest v8 releases. It builds on the preceding Oxc compiler refactor in this stack, so React Compiler no longer needs a Babel 7 compatibility layer.

Changelog

New

  • Declare the Babel generator and AST types used by our metadata tooling directly.

Changed

  • Update Babel core, CLI, parser, ESLint parser, presets, and transforms to v8.
  • Replace deprecated proposal plugins with their transform equivalents and remove obsolete parser options.
  • Preserve TypeScript import-removal behavior and migrate metadata generation to Babel 8's named exports.
  • Update development Node.js minimums to 22.18 or 24.11.

Removed

  • Remove obsolete Babel 7 type dependencies, the unused Babel bridge, and the unused Babel 6 polyfill.

chore(deps): upgrade Babel to v8
0c21cc9 
Upgraded Babel tooling to v8 and renamed proposal plugins to transform plugins. Preserved TypeScript import behavior while aligning package builds and tests. Raised minimum Node.js versions to 22.18 and 24.11.
