- Restrict ClangCL builds to 3.14+
- Stabilize refleak builds on ware-ws2025 since 3.13
- Remove 3.13+ refleak builds from ware-win11
Refleak builds are prohibitively slow on this worker, and these branches are now covered by ware-ws2025. <=3.12 refleak builds are still on this worker since they are far less common at this point and would require some additional setup to run properly on ware-ws2025 instead.
