The more general case of this is a discussion worth having at the core sprint - what is the policy going forward on changes that are needed to keep the buildbot working that aren't strictly "security" related? We need to update the Android/iOS SDKs in order to produce binaries that are valid for the various app stores; but that sometimes requires config changes to Xcode/Gradle configurations. This hasn't been a problem historically because 3.13 is the first release that had iOS/Android support, so this will be the first iOS/Android-supporting release that is in security-fix-only state. |

Changes to the build infrastructure and even the tests, if appropriately scoped, are fine for 3.13 (and 3.12) as far as I'm concerned. We can start a discussion on what the policy should be at the sprint. |
