Adds .github/workflows/cla.yml running CLA Assistant Lite (contributor-assistant/github-action v2.6.1, pinned by commit), as on quiddity-rust#7 and draftwright-rust#6. First-time contributors are asked to reply "I have read the CLA Document and I hereby sign the CLA"; signatures are stored in signatures/cla.json on the cla-signatures branch (already created). pzfreo and the bots are allowlisted. CLA.md (How to accept) and CONTRIBUTING.md now describe the signing comment; the PR-template tick-box stays.

To make it binding, add the cla check as required on main once it has run.
