Relates to qawolf/platform#34334 (WIZ-12308)

Overview of Changes

Pins @qawolf/api-contracts 0.74.1, which adds run.optOutOfInvestigation. The CLI generates qawolf run optOutOfInvestigation --run-id <id> --flow-ids <ids> from it, which marks failed flows of a run as "do not investigate" (DNI). qawolf run get also documents failure.optedOutOfInvestigation. The generated skill and run-results docs are regenerated, and a minor changeset announces the new command.

The npm 0.74.0 was published from a branch before DNI merged, so the platform release that carried DNI as 0.74.0 could not publish it. 0.74.1 is built from that production commit: it is npm's 0.74.0 plus run.optOutOfInvestigation, with nothing else.

Superseded by #1645, which pins api-contracts 0.77.0 (includes run.optOutOfInvestigation) and shipped in CLI 1.38.0.
