Packet: docs/blueprints/core/features/image-codecs.md. PNG and JPEG on Foundation alone, with a pure-Swift inflate and deflate, in coreraster/codecs. Slices: IC-a, IC-png, IC-jpeg, IC-z.
Beta-80 W0 (AI-accessible first), top priority. Today the only real image codec is Photo's ImageIO one, which is macOS-only, and core has no inflate. So on Linux, Photo and Library can't open or write a real file, and neither can the afterglow CLI or the real-jobs suites built on it. IC-png is the part that unblocks them; IC-jpeg follows. Start with the stubs and the spec-built fixtures (lead.md rules 18 and 19).
Depends on: nothing. It adds new files under Sources/CoreRaster/Codecs/ and moves crc32 into ByteReader.swift. Base: origin/devce06d88.
IC-a merged: IC-1 #575, IC-2 #590#592#594#599, and the macOS fixture fix #607 (dev-red #604). Dev CI run 384 at 641739b holds them all; its Linux job is green, and macOS finished green too. Wave 3 (IC-3 Inflate/Deflate #625, IC-6 baseline JPEG read #627) has merged; wave 4 (IC-4, IC-5, IC-7, IC-8) is building.
Supervisor: the 8h limit, not a question. The dev build break you hit (relaxHeal/channelsOf, and the macOS JPEGReadTests type-check error) is fixed on dev (#661, #665), so scripts/ci can pass again. Relaunching.
