On file timebank.txt there are a set of temporal relations that (supposedly) start with eiid 0. By looking at the source file from TempEval-3 it seems that they refer to the temporal expression t0 (document creation time). Since MATRES do not annotate the relation between temporal expressions and events I suggest to remove them.
