Add top-level README.md with project goals, background, quick start, and current status. The 13 prioritised goals centre on incremental community updates for GraphRAG on modest hardware, with algorithm agility, external graph processing, and scale-out as key principles. Update constitution (1.0.0 -> 1.2.0) to mirror goal priorities: incrementality, external graph processing, hierarchical communities, incremental output, modest hardware/scale-out, throughput by default, algorithm agility, correctness, memory safety, minimal surface area.
