…:assigned Reads were gated on reports:read:own/all only, so the seeded evaluator role (reports:read:assigned) got 403 from list/get/timeline/compare regardless of assignment. Visibility now unions team membership with actively-assigned evaluations (unassigned_at IS NULL), scoped per report rather than per team.
CampaignEvaluation.vue wires useCampaignPairing + useActiveSection into the paired previous/current layout, reusing SectionGradeCard and FinalizeBar unchanged from the single view. Extends ViewModeSwitch/EvaluationHeader to support a campaign-active direction, adds a vs-previous slot to FinalizeBar, and extends useCampaignPairing with the full timeline and the caller's own previous overall_grade (D6), plus a distinct forbidden status for the assignment-scope case. …pane view First E2E harness in the repo (operator sign-off given). Config runs 8 projects (320/768/1024/1440 x light/dark); global-setup logs the seeded admin persona in through the real Dex SSO flow, then provisions four team-pairs via the API for the layout, round-trip, keyboard-order, and screenshot checks. Verified green against a live rebuilt+reseeded dev stack. Refs #152

Adds a page listing campaigns, where admins can create them and assign evaluators per team.
Writers and evaluators can now see a team's previous report, with its grades, next to the one they're working on.
Also fixes a few small things: false "unsaved changes" prompts on reopened reports, and the finalize bar hiding form fields.
