The public repository's first Vercel Git build failed because the website build ran the installer test harness, which requires cmp that is absent from Vercel's Linux image. Move installer checks into the website test task so Vercel only builds, while the post-merge CI job still runs localization and installer tests.

Update the documentation for the restored owner-only master updates, protected history, approval requirement for every external contributor, and public CLI downloads. Vercel remains connected to rawcontext/luxel with apps/web as its root, and TestFlight still waits for tests after an owner merge.

Validation: 27 website tests and installer checks passed locally; workflow policy tests passed (5 tests, 70 assertions); actionlint passed; GitHub-hosted Validate Automation passed. The branch push exercises Vercel preview deployment, and merging exercises post-merge CI and production deployment.
