New rust workspace crate that polls tmux + /tmp/claude-viz every 1s and renders a per-pane health table: pane id, @panel label, last log activity, Colony claim state, and cap-probe verdict. All data sources are read-only and degrade to "unknown"/"—" when missing. Auto-picked up by the rust/Cargo.toml fleet-* glob; no workspace manifest change.
