What does this PR do / why we need it

Enables private repository testing with GitHub token-based authentication (PAT). Simplifies test configuration by removing the need for username export and consolidating to just PRIVATE_REPO_URL and PRIVATE_REPO_TOKEN.

Changes:

• private-repo.spec.ts: Hardcode username to x-access-token, use only PRIVATE_REPO_TOKEN
• run-ui-tests.sh: Add environment mode detection (CI/pipeline vs local) to properly handle .env files in local mode while using exports in CI
• README.md: Update documentation to reflect token-only configuration and cluster secret reference
