Updates Redpanda’s installation instructions to use the new package-hosting domain (linux.pkg.redpanda.com) as part of the migration away from Cloudsmith-hosted setup scripts.

Note: src/go/rpk/pkg/cli/plugin/install.go still contains a dl.redpanda.com reference — intentionally left unchanged as it points to rpk-plugins, a separate distribution channel with no Artifact Registry equivalent. Update the domain used to download Redpanda setup scripts in the README. The scripts configure the system package manager (APT/YUM) to pull Redpanda packages from the new Artifact Registry.
