ci: add Auggie Upgrades workflow (reusable) to enable automated dependency upgrade PRs

Adds a reusable workflow consumer that calls rishitank/auggie-dependabot/.github/workflows/auggie.yml@v1 so we can dispatch auto-upgrade runs from main.

After merge:

• We can trigger the workflow via Actions UI (workflow_dispatch)
• It will open one or more PRs with dependency updates, grouped per the auggie-dependabot logic
• I’ll then migrate configs (ESLint 9 flat config, Jest/ts-jest) and fix breaking changes until CI is clean
