Prepare 0.29.4. Real-Cargo regression checks preserve the consumer lock, reject replacement type errors, avoid dependency development targets, and keep the Rust/Go check execution aligned with its plan. The Rust module suite and new quality regression pass; broader verification is in progress.

Cloud Devbox's mixed Rust/Go checkpoint planned standalone Clippy runs for governed replacement packages. Their missing standalone locks skipped those commands, leaving the later Go command outside the frozen execution plan.
Compile replacements through their declared consumers, including replacement-only selections. Retain replacement metadata and source analysis, use the consumer's frozen lock and default host configuration, and avoid dependency development targets. Prepare version 0.29.4 without changing the published 0.29.3 tag.
Real Cargo regressions pass for replacement type errors, unchanged consumer locks, absence of standalone locks, excluded dependency development targets, and mixed Rust/Go command-plan agreement. The Rust module suite passes. Broader local verification and native CI must complete before merge and publication.
