Python CI now caches pip downloads using pyproject.toml. It continues installing the development extras and running lint plus the complete Python 3.9–3.13 test matrix. Setup action references are pinned to commits and checkout credentials are not persisted.

Only superseded pull-request revisions cancel an older run. Each main and release invocation receives an independent concurrency group, so the reusable CI workflow used by PyPI publication cannot cancel another release's checks.

Validation: actionlint, git diff --check, and a redacted scan of the added commit pass locally. GitHub Actions CI passed lint and all five Python versions on both cold and warm cache attempts. Warm logs confirm cached wheels; combined dependency setup/install/cache-post time fell from 95 to 78 seconds in this pair. The PyPI release workflow, build handoff, environment, and trusted publishing gate remain intact and were not invoked.

Rollback: revert this commit.

Closes #15.
