Money on transferred registrations now shows on event reports, because it was missing from both events even though we'd received it.

What changes

• Money follows the reg — each allocation counts at the event of the reg holding it, even a transferred-out reg.
• Attendance is separate — a transferred-out person still leaves the headcount and recipient lists.
• Balance left — owed at the new event only, at the old event's price.
• Dashboard and reports agree — parity specs cover both events of a transfer.

Worth a close look

• Paid list — a transfer lists only at an event holding some of its money, so someone paid at the old event isn't Paid at the new one too.
• Scholarship report — awards left on transferred-out regs now count at that event. Totals for past events can rise.
• Revenue report CE — now includes CE on both halves of a transfer, matching the dashboard.
• Free events — money cards show if a free event carries a transferred-in balance.
• RegistrationBalances — bulk twin of the one-balance rule in Let transferred registrants pay their balance on the new registration #2945, so it doesn't need Let transferred registrants pay their balance on the new registration #2945 to merge first. Checked against remaining_cost on a double transfer with Let transferred registrants pay their balance on the new registration #2945 and Send old tickets to the new registration's balance #2949 applied.
• EventDashboard#total_cents — removed. Only specs used it.

Not changed

• Cancelled and no-show money — still left out. Refunds don't reverse allocations, so counting cancelled regs would overstate received money.
• Bulk payments — still leave out transferred-in regs (Let bulk payments allocate to transferred-in registrations #2948).
