Stop showing the description on organization profiles - #2955

The description isn't wanted on the profile, so it goes for everyone, admins included, along with the sharing toggle that controlled it. Staff can still read and edit it on the edit page, and profile_show_description stays in the database untouched. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Both compared a Pacific result against a UTC date, so CI failed whenever it ran between midnight UTC and midnight Pacific. Pinning the clock inside that window keeps them deterministic and asserts the Pacific date. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
