Implements the recommendation from the last thread (REUSEPORT overlap + deploy drain, fleet handoff deferred), as a simpler cut: no standby/promotion step.
Newcomer binds 443 with SO_REUSEPORT (kernel splits new connections) and serves immediately while the old container drains on SIGTERM: new deploys refuse retryably (60s backoff, pre-claim so no quota burns), in-flight ones run out, then it exits. Compose service is recreated last onto the same image (same-version overlap); the newcomer goes away. 443 never drops; no in-flight deploy dies.
Exactly-one-writer during overlap: bucket claim moves to the newcomer at boot (old stands down via the existing owner fence); cron/backups/grace/sleep/alerts/limits/crawl sweeps wait out /data/handoff; boot bookkeeping skipped under a fresh flag, catch-up at clear (also covers SIGKILL leftovers). Release migrations must be additive (newcomer migrates while old serves).
Verification: cargo fmt/clippy/test green (1115 passed; one parallel-load flake in preview_commit_promote_discard_round_trip, green alone + in group); 12 new handoff/drain tests + 2 pipeline drain tests; shellcheck on deploy scripts; real-kernel REUSEPORT double-bind test.
No release with this PR (deps-only rule generalized: release separately). First handoff runs against pre-drain prod, safe by design (idle-wait + clear-time catch-up).
Summary by CodeRabbit
New Features
Releases and rollbacks now use a handoff flow designed to keep the service available while a replacement starts and becomes ready.
In-flight deployments are allowed to finish during a handoff or graceful shutdown. New deployment requests are temporarily refused with a retryable response while draining.
The service now allows more time to drain active deployments before stopping.
Bug Fixes
Background maintenance waits for handoff completion before processing interrupted deployments and secret injections.
The newcomer shares 443 via SO_REUSEPORT while the old container
drains on SIGTERM (new deploys refuse retryably, in-flight ones run
out), then the compose service is recreated onto the same image.
No standby/promotion step; fleet handoff stays deferred (cold-wake
is latency, not errors). Handoff flag /data/handoff gates deploys
and background writers; rollback rides the same handoff.

Walkthrough
This pull request adds handoff coordination for releases and rollbacks. The service shares its listener during rollout, delays selected background work, drains active deploys, and refuses new deploy operations while draining.
Changes: Release handoff and deploy draining
Layer / File(s)
Summary
Handoff state and deploy drain crates/outer/src/handoff.rs, crates/outer/src/deploy/pipeline.rs, crates/outer/src/deploy/mod.rs, crates/outer/src/lib.rs, crates/outer/Cargo.toml
Adds a timestamped handoff flag, stale-flag handling, reuse-port listener binding, and deploy-count polling. The deployer tracks drain state and returns DrainRefused when draining. Tests cover flag handling, draining, and listener binding.
Serving lifecycle during handoff crates/outer/src/main.rs
The server delays interrupted-deploy cleanup and background writers until the handoff clears. TLS and non-TLS serving use the shared listener and drain deploys during graceful shutdown.
The MCP layer exposes drain state and checks it before deploy-related operations continue or claim quota. Drain refusals use a retryable rate-limited error.
Release and rollback handoff deploy/handoff.sh, deploy/release.sh, deploy/rollback.sh, deploy/compose.yaml
Release and rollback use shared handoff helpers to wait for deploy idleness, start and check the new container, replace the Compose service, and update image bookkeeping. The Compose stop grace period changes to 15 minutes.

Merge Risk: High · previous review 98718
The release handoff has several defects that can interrupt serving or break the single-writer guarantee. The production listener may block runtime threads, the first overlap release may fail to bind, and the handoff flag clears too early. Failure cleanup can also remove the only serving container. These should be fixed before merging.

Review comments at @crates/outer/src/handoff.rs:
- Around line 47-49: Update the handoff flow around `handoff_to` so the first
handoff succeeds when the existing listener was bound without `SO_REUSEPORT`:
bootstrap with a one-time stop/start release before enabling overlap, or fall
back to a non-overlap handoff when the newcomer bind fails for this reason.
Preserve the overlap flow for subsequent handoffs.
- Around line 56-57: Update bind_reuseport to set the socket to non-blocking
mode before returning it, propagating any error from the setting operation; keep
the existing listen call and returned listener flow unchanged.
Review comments at @deploy/handoff.sh:
- Around line 164-172: Keep the handoff flag set throughout the compose recreate
and while `outer-next` is stopping: move `handoff_clear` from before `docker
compose up -d` to after `docker stop` and `docker rm` complete.
- Line 29: Update handoff_flag in deploy/handoff.sh to write the timestamp to a
temporary file and atomically rename it over the handoff file, so readers never
observe a truncated flag. Redirect the background heartbeat subshell’s standard
input, output, and error to prevent its sleep process from keeping the SSH
channel open after the script exits.
Review comments at @deploy/release.sh:
- Around line 126-128: Update the EXIT trap around handoff_to to call a
handoff_abort helper instead of unconditionally removing outer-next. Track when
the old container has been removed by setting HANDOFF_OLD_GONE after docker rm
"$old"; handoff_abort should clear the handoff state and remove outer-next only
before that point, preserving it and printing recovery steps after the old
container is gone.

…ag, late clear, stage-aware abort
- bind_reuseport sets nonblocking (Tokio requires it; boot failed without)
+ test asserts the flag
- handoff.sh: first-handoff stop/start fallback when the old container
predates SO_REUSEPORT (one-time; later handoffs overlap)
- handoff.sh: atomic heartbeat writes (tmp+rename), detached subshell stdio
- handoff.sh: hold the flag until outer-next stops (single-writer rule
across the compose recreate)
- handoff.sh + release/rollback: stage-aware abort keeps outer-next when
no compose outer serves
