What does this PR do?

Debian 11 (bullseye) reached the end of its LTS window on 2026-08-31 (https://www.debian.org/releases/bullseye/). Per this doc's own policy statement ("Debian stable, oldstable, and oldoldstable (if it is not EOL) versions"), Debian 11 - now oldoldstable and EOL - is no longer covered by Salt's support policy as documented here.

Removes:

  • The Debian 11 row from the supported-operating-systems table (salt-supported-operating-systems.rst)
  • The Debian 11 dependency-listing section (install-dependencies.rst)

Debian 12 and 13 remain listed/tested, so Debian coverage continues.

What issues does this PR fix or reference?

Companion CI changes dropping debian-11 from active test matrices:

Remove its row from the supported-operating-systems table and its
dependency-listing section from install-dependencies.rst. Companion
CI changes: saltstack/salt#70238, saltstack/salt-bootstrap#2131.
