Major migration to ported pydata theme

Summary

• Ported pydata sphinx theme to hugo
• Wiped out old theme
• Centralized blog feed, which now includes security announcements (instead of a separate feed)
• Provide guidance on subscribing to rss feeds by tag (ex. security) for more targeted subscribing
  • Include blog post with these details, and a link to the updated RSS feed page details
• Provide backward-compatibility with the previous security RSS feed by duplicating the security tag to the old security feed location
• Reduce the blog tags down to a smaller collection of tags, and update tags across all blog posts
• Automatically make the title of a blog post be the rendered top-header of the article
• Bump Hugo version
• Include LICENSE file in embedded theme that reflects the pydata theme (but isn't the theme of the website project itself)
  • Should create a separate repo in the future that is for the ported Hugo theme, generic for anyone to use

• Much of the porting/formatting/layout work was done with the assistance of Claude Code, a code for AI-assisted development
