Summary

Reconciles the Windows preview source of truth after the completed quick-start,
bootstrap, and redirected-profile queue. It preserves the strict parity ledger
while recording the remaining permission-bound #556 and #560 work.

REGRESSION: pwsh documentation contract plus live gh issue inventory plus git diff --check -> PASS with open #556/#560/#564, 10 closed assigned issues, exact accepted main, and clean diff

The failing and passing outputs are preserved separately in the session artifact
directory. An initial scratch-contract invocation hit a PowerShell interpolation
parser error; it was corrected before the retained 23-assertion RED and is not
used as documentation evidence.

make test and make check were not run because this PR changes only the two
investigation Markdown documents. The focused contract, live GitHub inventory
assertion, exact Partial-row mapping, seven-gate assertion, and
git diff --check passed.
