The v0.3.1 Version Packages run proved the outer Windows preload observer was not the limiting timeout: the packaged app destroys the pending test window after an internal 10-second IPC barrier. On slow Windows runners, that makes the outer 120-second observer wait for a window that no longer exists. Raise only the test-mode Windows pending-IPC barrier to 60 seconds, still below the outer observer; production behavior and the IPC origin assertion are unchanged. Updates the existing patch changeset. Desktop full tests, typecheck, lint, format, release-workflow checks, mirrored-source checks, and independent review pass.
