Add
IndependentProposalKernelfor global Metropolis-Hastings proposals drawn from aProposalDistribution. The kernel useslog q(current) - log q(proposed)and retains sampled log densities to avoid evaluating them again during acceptance. It is exported through the mutation and steps APIs and registered asindependent-proposal.Samples preserve the input particle shape, backend, device, and dtype; log densities must contain one value per particle. Proposals must describe mutation coordinates, so physical-space priors require physical-space mutation. Documentation and the changelog cover these requirements.
This PR contains the global proposal kernel only. Per-particle mixtures and adaptive mixture weights are planned as separate follow-ups.
