Add Barak Rainbow app

Summary

Add the App Builder app for Sarah's App Tue, Aug 25, 10:32:30 am as a rainbow-themed Barak experience. The app uses the required App Builder identifier so builds and uploads target the intended Datadog App.

Changes

• Added apps/sarah-s-app-tue-aug-25-10-32-30-am with a Vite React Datadog App scaffold.
• Built a rainbow Barak UI with responsive desktop and mobile styling.
• Set apps.identifier to 930c642c-eb62-4cbf-acf0-fd7496aef0f8 and added app metadata for Barak Rainbow.
• Regenerated the root package-lock.json so the new workspace app has its package record and workspace link.

Testing/Validation

• npm install --package-lock-only --ignore-scripts
• npm ci --ignore-scripts
• Confirmed package-lock.json contains apps/sarah-s-app-tue-aug-25-10-32-30-am and node_modules/sarah-s-app-tue-aug-25-10-32-30-am.
• npm run typecheck -w apps/sarah-s-app-tue-aug-25-10-32-30-am
• npm run lint -w apps/sarah-s-app-tue-aug-25-10-32-30-am
• npm run build -w apps/sarah-s-app-tue-aug-25-10-32-30-am
• Rendered the Vite app in Playwright at desktop and mobile viewport sizes and captured screenshots.
