Add the App Builder app requested for Sarah's session, presenting “emma” in a focused royal blue visual treatment.

Changes

• Scaffold the new Datadog app under apps/sarah-s-app-thu-sep-3-3-40-03-pm.
• Render a centered, responsive “emma” heading in royal blue with a subtle matching glow.
• Configure the exact App Builder identifier and align dependencies with the workspace's React versions.
• Add the app workspace and link records to the root lockfile.
