Add task roadmap and expand README with 16 planned tasks

• Adds plans/task_roadmap.md — detailed specifications for 16 new tasks across all 5 lifecycle taxonomies, each with its own implementation branch (task/<taxonomy>-task-NN)
• Expands the README roadmap section from a single summary table into per-taxonomy tables showing live, in-dev, and planned tasks with expected outcomes
