This is a documentation pass. The goal is that everything outside CLAUDE.md is written for someone using or contributing to W#, not for the agents that ran the v1.0 campaign.

What changed

  • Ownership is now described by what enforces it. The persona names and work-order IDs (Johnny, Mira, WLA-7, …) are gone from RELEASE-CRITERIA-1.0.md, docs/defects.md, soak/, the workflows and the scripts. An owner is now a CI job, a workflow, the repository owner, or "maintainers". Each ruling is recorded as Decision (2026-09-26).
  • Part three of the criteria is now a short issue map. All nine issues it tracked (cargo test --workspace with a filter fails to compile: two mains in wsharp-start #8–std/tls cannot verify a chain through a P-521 key #15, The runtime exposes no per-pause data, so a pause-time p99 cannot be measured #18) are closed.
  • Stale facts are corrected.
    • cargo test --workspace with a filter fails to compile: two mains in wsharp-start #8 is fixed and guarded by contributor-commands, so the "fails today" text and the defects.md workaround section are replaced.
    • The four err_ffi_* conformance cases are blessed.
    • There are 68 rejection cases, not 63 or 64.
    • The signing decision belongs to criterion 7, not criterion 5, and COMPATIBILITY.md now states it.
    • LIMITATIONS.md links for its non-promises now point to the COMPATIBILITY.md sections that make them.
  • docs/runtime-shared-flags.md is now a design note for the flag words. Its PR transcript is replaced by a Test section that names the two regression tests and how to run them.
  • tests/harness/README.md's soak procedure is written for a person running a detached window, not for an agent reporting to a task.
  • soak/subjects.tsv's second column names what writes the rows, and soak-report.sh prints it as written by:. The column is display-only; nothing parses it.

No gate, threshold, severity definition, promise or decision changed. CLAUDE.md is untouched.

All exit 0 locally:

  • scripts/gate-table-check.sh: 13 of 15 rows held to the tree.
  • The self-tests for gate-table, followups, guard, change-label, check-doc-examples and ecosystem-check.
  • soak-report-selftest.sh.
  • check-doc-examples.sh.

Label: change:none, because nothing shipped changes.

who ruled what on a campaign thread, and told the reader to "record in the task"
and check in "without waiting". None of that helps someone deciding whether to
depend on W# or contributing to it.
