Verified-then-deferred (not closed). programs/sip-privacy has no test script and tests/sip-privacy.ts fails tsc at baseline (out of sync with the IDL), so this bumps tooling nothing runs. Tracked in #1208 (wire up or prune the scaffold); the bumps adopt once that is decided. Leaving this open, linked there.
