[feature]: support opencode v2 plugin format #229

Pre-flight checks
- I searched existing issues and did not find a duplicate request.
- I reviewed current behavior on the production released OpenCode version.

Problem statement
It would be great to already have this plugin's capability in opencode's upcoming new v2 and plugin api/format.
While i imagine the API might change still, perhaps we can have a preview version of the plugin and help test it against that.
Proposed change
Plugin loads in v2 and performs as usual.

Willing to take a look at it myself, if PRs for this are welcome.
EDIT: ah, just noticed #196 . I'll leave the issue open unless you think it's redundant and we can track that PR i guess.

@ransagy i am not the author of this plugin, but, imo, I would love to see this closed unless there is a clear & distinct reason. if there is, please update the title too to make it clear what the ask is.

@rektide as it stands? simply to track v2 support/to point at #196 . since there only a PR and not an issue. as said above, if thats redundant to the maintainers, ill close it.

Fixed in
5.0.0: OpenCode Quota now runs on OpenCode 2. Update withnpx @slkiser/opencode-quota@latest update.
