Updates the Active workstreams table to reflect the current state agreed in the SLSA community meeting.

Changes:

A 1.3 release-cut workstream is expected in the future and can be added when it kicks off.

Reflects the workstream resolution from the SLSA community meeting:

* Build Level 4: hand off shepherd from David A. Wheeler to Andrew
  McNamara (@arewm)
* Source Track and Version 1.2 release: completed, removed
* Add Dependency Ingestion Track, shepherded by Mike Lieberman
  (@mlieberman85)
* Add Tooling workstream, shepherded by Adolfo Garcia Veytia (@puerco)

The Attested Build Environments Track is ongoing and unchanged.
