Document the release workflow and link .claude/skills

Stacked on #32.

What

• Brings the ascapi-release runbook (already on main) into development, so the two branches share one copy of it.
• Rewrites steps 5 and 6 for release-crates.yml. Pushing the vX.Y.Z tag now verifies the workspace, publishes the eight crates through trusted publishing and dispatches the GitHub and MCP Registry releases. The old manual cargo workspaces publish steps become a fallback section.
• Records what the workflow needs: a trusted publisher on crates.io for each crate, and the crates-io environment.
• Adds a .claude/skills symlink to ../.agents/skills, so Claude Code and the other agents read the same skills.

Notes

• The first commit is a cherry-pick of aabd7da from main, so merging main back into development later has nothing to conflict on. The second commit is the actual change.
• The runbook describes Add crates.io release workflow, crate READMEs and LICENSE #32's workflow, so merge Add crates.io release workflow, crate READMEs and LICENSE #32 first.
