The Security audit step in CI now fails on every branch, including anything rebased onto current main, with error: 5 vulnerabilities found!. All five are quinn-proto advisories that reached the RustSec database after main's last CI run on 12 Oct:

Advisory Fixed in
RUSTSEC-2026-0339, -0341, -0342 quinn-proto 0.11.17
RUSTSEC-2026-0338, -0340 quinn-proto 0.11.18

quinn-proto is a transitive dependency of reqwest only. This is a Cargo.lock-only bump from 0.11.16 to 0.11.19 (cargo update -p quinn-proto), no Cargo.toml change and no code change.

Verified locally with cargo audit against the bumped lockfile: zero vulnerabilities, with the two existing allowed entries in .cargo/audit.toml unchanged.

Merging this first lets #268, #269, #270 and #280 go green without touching them, since their CI runs against the merge with main.

cargo audit started failing on every branch once the five quinn-proto
advisories (RUSTSEC-2026-0338, -0339, -0340, -0341, -0342) reached the
advisory database. quinn-proto is only pulled in transitively by reqwest;
0.11.17 fixes three of them and 0.11.18 the other two, so this takes the
current patch release, 0.11.19. Cargo.lock only, no Cargo.toml change.

Superseded: main already carries this lockfile bump (4077522, quinn-proto 0.11.19); rebased, the branch is empty against main.
