Adds the Token ACL sRFC37 surface for the Confidential/Permissioned pilot: - create_config, set_authority, set_gating_program - toggle_permissionless, thaw, freeze, thaw_permissionless Common helper bridges web3.js Keypair -> @solana/kit TransactionSigner so the SDK's new-gen signer model plays nicely with the existing framework keypair inputs. Companion module registered so `./token_acl_common.ts` resolves in the bun sandbox. Deps: @solana/kit ^5, @solana/token-acl-sdk ^0.3, @solana-program/token-2022 ^0.6.
