Summary

Bumps the workspace version to 3.0.0-rc.2. Changes since rc.1:

• Context and profile menu items that modules register work again on Spotify 1.3.0 and 1.3.3. MenuItem had resolved to a waveform scrubber, and 1.3.3 also lost MenuSubMenuItem (fix(wrapper): resolve MenuItem and MenuSubMenuItem on Spotify 1.3.3 #4002, fix(wrapper): resolve MenuItem to the menu row on Spotify 1.3.0 #4004). Spotify 1.3.3 gets its own classmap key, 1030003 (feat(classmap): publish 1030003 for Spotify 1.3.3, inherited from 1030001 classmaps#24).
• The submenu items and the OS check in the wrapper are fixed (fix(wrapper): submenu items and the OS check #3990).
• The Windows installer's architecture check passes the current-process pseudo-handle to IsWow64Process2, which fixes an intermittent failure on ARM64 (fix(install): pass the current-process pseudo-handle to IsWow64Process2 #4001).
• globals.d.ts matches the v3 runtime, and CI type-checks the wrapper against it (fix(types): match globals.d.ts to the v3 runtime #3991, fix(types): mark Config deprecated, since v3 never sets it #3998, ci: type-check the wrapper against globals.d.ts #4000).
• scripts/platform-contract.ts checks the Spotify runtime paths the wrapper reads against a running client (feat(scripts): check the Spotify runtime paths the wrapper reads #3999).

expose.json is unchanged since rc.1, so its published digest still matches.

Release

After this merges, tag the merge commit v3.0.0-rc.2 and push the tag. rust-release.yml publishes the prerelease, and the Packslip job signs the archives.
