go-tools 7fefec3: the mutation gate holds each test process to its share of the memory

Takes go-tools 7fefec3 (#15-#18, #20), which changes the gates and nothing this repository ships:

• mutate bounds the memory of each test process it starts and of everything that process starts (mutate: a mutant that allocates without bound takes the CI runner's job down with it go-tools#19): an edit that flips the only exit of a loop that appends is stopped at its share of the memory free when the run starts (-mem to set it), and reported refused with the bound, instead of taking the CI runner's job and the Gate with it. Its scheduler is also held by tests now (machine: export only what spin uses #18);
• testquality's allowlist key is the package's (ci: every job on Blacksmith's 8 vCPU runner #15), versions has Validate, Newest and Resolve as its own (go-tools e4f04c0: the gate is versions/gate #16), and allow's ratchet is split in one place (go-tools f55da7c: mutate shares the machine and reports its costs #17).

go.mod and go.sum only; lint (with the new tools), build, vet and the tests of the packages that import go-tools are green. go tool versions check reads versions.yaml and reports the same pins behind as it does on main.
