feat: Steamid 3 cvar, reduce errors log spam

[Rushaway]

• Add SteamID 3 format in message (cvar)
• Improve log error spam related to socket (Only log it one tume per map to prevent spam every seconds in errors log file)

Allow up to 4 types of display messages:

1. Timestamp + SteamID 3
2. Timestamp
3. SteamID 3
4. Nothing
