[BUG]: Inverse Policy in EnvoyFilter requires an IPv6 Principal#305

The inverse policy acts as a fallback policy for all Shoots that did not enable the ACL extension. We have defined the default principal 0.0.0.0 for IPv4, but it was missing for IPv6.

What this PR does / why we need it:
The inverse policy acts as a fallback policy for all Shoots that did not enable the ACL extension. We have defined the default principal 0.0.0.0 for IPv4, but it was missing for IPv6.
Also, improved readability of inverse policy explanation in README.
