Unlike AWS/Azure/GCP, no test anywhere drives an OCI handler through `github.com/oracle/oci-go-sdk` — the dependency isn't even in go.mod. `docs/oci-conventions.md` recommends adding one "where the SDK makes it practical." The existing raw-REST tests are thorough, but an SDK-compat test would catch wire-shape issues (e.g. the null-vs-[] bug fixed in #1087) that only manifest when a real client deserializes the response into typed structs.
Scope: add `github.com/oracle/oci-go-sdk/v65` as a test-only dependency and one round-trip test per service (identity compartment CRUD, vcn CRUD) in the style of the AWS/Azure/GCP SDK-compat tests already in the repo.
