test: migrate stats/base/dists/triangular/median to ULP-based assertions

Resolves a part of #11352.

Description

What is the purpose of this pull request?

This pull request:

• Migrates test assertions for @stdlib/stats/base/dists/triangular/median from checks (delta <= 1.0 * EPS * abs(...)) to ULP based assertions using @stdlib/assert/is-almost-same-value.
