The mandate is an important part of the network. At the very least, it has relevance in the lumen supply metric page, which currently dedicates a paragraph and a bullet list to the substantial pool.
But it's hard to read.
In fact, understanding how the Foundation allocates lumens has been challenging for a while. While wallets were public, they use poor memo encoding most of the time. Discussed at #794
I, for one, am a little tired of referring back and forth between Wayback snapshots of the somewhat isolated decree. That is a strong page with stern outside credibility, and I love its live balance snapshot tables.
This PR starts the process of expanding allocation documentation in a more community-oriented form. It follows the pioneering work Anke's lead to open up lumen distribution design to public input like stellar/scf-handbook#1
