As we are getting more concrete about propagation for specific web APIs, let's create a
web-integration/folder that has these details.The only document added by this PR defines propagation for all events defined in the HTML specification. Let's get this merged soon, and we can then iterate on it. (EDIT: or let's leave this PR open for a while, so that people can comment on specific lines? I really wish GitHub made it easier to have discussions for merged files)
As follow ups I want to:
WEB-INTEGRATION.mdtoweb-integration/_INTRODUCTION.md, and probably split off sections about specific specs (e.g. Streams)
