Closes #37.\n\nAdds the shared portable tqr1 AES-256-GCM entity-reference codec to Python, including UserContext APIs, rotating key rings, type/purpose/expiry binding, stable fail-closed errors, the explicit tqr0 local-development acknowledgement, README guidance, and an executable example.\n\nVerification:\n- 312 passed, 8 declared skips\n- all runtime examples PASS\n- exact Go/.NET cross-language golden vector PASS\n- wheel contains entity_reference.py and declares cryptography>=42.0.0
