Add a Local USB actuator setup workflow and transport-neutral commissioning provider contract. Operators scan connected addresses, assign isolated servo IDs, capture Min/Max and named poses, and explicitly arm a leased per-servo motion test. Captures persist across reloads and remain bound to physical USB identity and servo ID. Slider targets use the exact captured endpoints in either direction.
The mock provider exercises the same setup flow. ID changes retire prior calibration; arm holds the measured position, while stale feedback, lost controls, and Stop release torque. Bump blacknode-robot to 0.5.8.
Validation: 205 package tests passed, 2 skipped; actuator setup template and official catalog validate. Automated movement uses mocks. Supporting changes: temiroff/Blacknode#167, temiroff/blacknode-drivers#13, temiroff/blacknode-motion#7.
Runtime release: no managed Runtime release is required for this Local USB workstation flow. Existing package delivery applies; the managed-device source lock stays unchanged.
