feat(i18n): add Dutch translation - #1102

Adds full Dutch (nl) catalogues for the backend strings (713 keys) and the cards/admin panel (3424 keys), contributed in #1101. Registers nl in the English-coincidence baseline, the weekly-target locale tests, CONTRIBUTING.md and the docs language tables.
