I submitted vulns through OSS VRP, and another report to the OSS-Fuzz Reward Program for this integration. Apologies if any part of the process was done out of order, the whole OSS-Fuzz and VRP workflow was a bit confusing to navigate. |

This PR adds a fuzz harness and seed corpus for OSS-Fuzz integration of tflite-micro.
Added files:
testing/fuzzing/fuzz_model_load.cc- fuzz target for the model loading codetesting/fuzzing/seed_corpus/- seed corpus of valid and malformed .tflite files to guide fuzzingThis is part of the OSS-Fuzz integration PR at google/oss-fuzz#15328. Having the harness in the upstream repository is a requirement for the OSS-Fuzz integration to be accepted.
